The present invention relates to a neutron absorber characterized by a structure accumulated by a bilayer of a neutron absorbing material layer and a metal coating layer on a base material. The neutron absorber according to the present invention can improve neutron absorption capacity per unit volume by increasing neutron absorbing material content up to 60% for maximum not to inhibiting mechanical intensity. In addition, bonding force with the base material is excellent due to a neutron absorbing material deposited on the base material by ultra-high speed flame spray, and mechanical properties are excellent due to low porosity between 0.5 to 1.5%. Moreover, the present invention has high mechanical properties by improving bond strength between the base material and the neutron absorbing material layer by introducing a neutron absorption sub-layer in the neutron absorber according to the present invention.
