<p><P>PROBLEM TO BE SOLVED: To ensure driving safety and inherent portable terminal convenience by appropriately restricting the operation of a portable terminal within a vehicle. <P>SOLUTION: A portable terminal control system includes: a portable terminal control section for setting a restriction on the operation of a portable terminal in the vicinity of a driver's seat of the vehicle when the vehicle runs in response to instructions from the driver's seat; and a determination section for determining whether or not the vehicle is present in a position where it is permitted to stop on the basis of a photographic image imaging the surrounding environment of the vehicle.
