<p>PROBLEM TO BE SOLVED: To provide a video encoding device which can secure the flexibility in quantization matrix setting without using large-scale means.SOLUTION: An orthogonal transformation section 4 performs orthogonal transformation of image data. A coding control section 5 selects and outputs a quantization matrix parameter. A quantization matrix generation section 7 generates a quantization matrix from the quantization matrix parameter. A quantization section 8 quantizes the coefficient acquired by orthogonal transformation using the quantization matrix to generate quantization data. An entropy coding section 9 generates image coding data from the quantization data. The quantization matrix has a plurality of main coefficients and a plurality of non-main coefficients. The plurality of main coefficients are set individually by the quantization matrix parameter. The plurality of non-main coefficients are set using a value acquired by inputting the main coefficient in a function which includes a parameter set by the quantization matrix parameter.</p> |
