A radio base station capable of communication in a first radio system and a second radio system includes an estimation unit arranged to measure information transmitted from a mobile station and estimate a propagation condition between the mobile station and the radio base station when transition from the second radio system to the first radio system is requested; and a determination unit arranged to determine whether measurement of a radio wave is needed upon transition by the mobile station from the second radio system to the first radio system based on the propagation condition estimated by the estimation unit.
