An image forming apparatus includes a fixing unit and a cleaning unit. The fixing unit includes multiple local heaters configured to separately heat multiple portions of a recording medium carrying toner to fix the toner on the recording medium. The cleaning unit removes unfixed toner adhering to the recording medium after the fixing of the toner performed by the fixing unit.

1. An image forming apparatus comprising:
a fixing unit including a plurality of local heaters, each local heater heating a separate portion of a recording medium carrying toner on a front surface of the recording medium to fix the toner onto the front surface of the recording medium; and a cleaning unit including a first roller and a second roller, the cleaning unit removing unfixed toner adhered to the recording medium after the fixing of the toner by the fixing unit, wherein the second roller is in contact with a rear surface of the recording medium, and the second roller includes a resistance layer forming an outer surface of the second roller.
