Disclosed is a hydrophobic organic-inorganic composite intumescent fireproof coating material composition constituted of a polymer and a silicate compound. The present invention has effects in improving performance of heat stability and flame retardance, which comprises: (a) 60-90 wt% of an aqueous solution with 10% PVA; (b) 5-20 wt% of alkali silicate; (c) 0.1-0.3 wt% of a nonionic surfactant; (d) 3-10 wt% of weak acid; and (e) 1.9-9.7 wt% of phenol, with 100 parts by weight of the total ingredients from (a) to (e).
