PROBLEM TO BE SOLVED: To provide a monitoring control apparatus configured to efficiently detect a fault on basic software, such as an operating system. ! SOLUTION: A basic software output log database creation function 13 checks log information 12 to be output by basic software 11 including an operating system, with a constant period, accumulates log information of a new event in a basic software output log database 14, and inputs whether to output system influence on the log information and system error information, from a basic software output log database input interface 15. A basic software error detection function 16 refers to the basic software output log database creation function, on the log information 12 output by the basic software 11, extracts log information to output the system error information to an operator, and stores it in a system error occurence/recovery information file 17. !
