Disclosed is a single-card dual-standby telecommunication service platform management method, comprising: an application interface layer of a terminal transmits a packet switching (PS) service request to a dual-standby management layer; upon receiving the PS service request, the dual-standby management layer selects a first modulation/demodulation layer or a second modulation/demodulation layer to implement the PS service according to the status of a second network reported by the second modulation/demodulation layer, the first modulation/demodulation layer being used to stand by on a first network and the second modulation/demodulation network being used to stand by on the second network, the first network being a network preferentially implementing circuit switching (CS) service, the second network being a network preferentially implementing PS service. Also disclosed are a single-card dual-standby telecommunication service platform management device and terminal.
