PROBLEM TO BE SOLVED: To correct deviation of loads in a plurality of image formation devices in accordance with the actual use states of individual users in a serverless ubiquitous printing system.SOLUTION: One image formation device 2a which functions as a management device 5 among a plurality of image formation devices 2a-2h collects job storage history information for each constant period from each of the plurality of image formation devices 2a-2h, and analyzes the occupation state by each user of the plurality of image formation devices 2a-2h in the constant period on the basis of the job storage history information. On the basis of the analysis result, the image formation device 2a being the management device 5 changes the allocation state of the users with respect to each of the plurality of image formation devices 2a-2h so that the occupation state by each user allocated to each of the plurality of image formation devices 2a-2h is averaged.
