[Solution] An electrode catalyst according to the present invention is obtained by having a carbon material loaded with a noble metal, and is characterized in that the noble metal has an average particle diameter of 1 nm or less and the loading density of the noble metal is 5-60% by mass relative to the mass of the electrode catalyst.
