PROBLEM TO BE SOLVED: To provide a soil state monitoring system capable of predicting a landslide or the like with high accuracy. ! SOLUTION: A scattered wave is acquired for which pulse laser light incident to an optical fiber buried to be deformed together with soil is scattered within the optical fiber, and a Brillouin frequency shift distribution within the optical fiber and a Rayleigh frequency shift distribution within the optical fiber are measured. While using a coefficient peculiar for the optical fiber for associating pressure, temperature and distortion of the soil with the Brillouin frequency shift and the Rayleigh frequency shift, the distributions of the pressure, temperature and distortion of the soil along the optical fiber are calculated by analysis. Variance in a state of the soil is determined on the basis of temporal variance in at least one of the calculated distributions of the pressure, temperature and distortion of the soil. !
