An internal combustion engine, comprising: an intake system; an exhaust system operable to transport an exhaust gas; an aftertreatment system positioned along the exhaust system; an exhaust gas recirculation (EGR) system connected to the exhaust system downstream of the aftertreatment system and operable to divert a portion of the exhaust gas from the exhaust system, said EGR system connected to the intake system of the internal combustion engine, said EGR system including an EGR pump positioned upstream of the intake system and adapted to selectively control a flow rate of EGR gas into the intake system; and a Rankine cycle waste heat recovery system including a waste heat recovery circuit, a working fluid pump positioned along the waste heat recovery circuit, an EGR heat exchanger positioned along the waste heat recovery circuit downstream from the working fluid pump and adapted to receive EGR gas, an exhaust gas boiler positioned along the waste heat recovery circuit downstream from the EGR heat exchanger and adapted to receive exhaust gas, an energy conversion portion positioned along the waste heat recovery circuit downstream from the exhaust gas boiler, the energy conversion portion coupleable to each of the EGR pump and an engine output, the energy conversion portion operable to selectively drive the EGR pump via power from at least one of the energy conversion portion and the engine output, and a condenser positioned along the waste heat recovery circuit downstream from the energy conversion portion and upstream from the working fluid pump.
