A video encoding apparatus comprises: a first video encoding unit (11) that encodes an input image to generate first encoded data; a buffer (12) that stores the input image; an encoded data conversion/mergence unit (13) that converts and thereafter merges the first encoded data, which have been generated by the first video encoding unit (11), to generate second encoded data; and a second video encoding unit (14) that estimates, on the basis of the second encoded data supplied from the encoded data conversion/mergence unit (13), a syntax value for encoding the input image stored in the buffer (12), thereby generating a bitstream thereof. The first video encoding unit (11) has a function to deal with a first encoding process included in a second encoding process dealt with by the second video encoding unit (14). If a predetermined condition is established, the encoded data conversion/mergence unit (13) unifies frequency converted/quantized blocks in the second encoding process.
