The present invention relates to a network access method and a UE. The method comprises: when a UE conducts a reselection operation from a first mode network cell to a second mode network cell, initiating, by the UE, a TAU process to the second mode network cell; when the TAU process fails, and the number of times of initiating the TAU process reaches a threshold value, selecting, by the UE, to access the first mode network cell; adding a preset value to a value of a started second counter; and after the time of the product of the value of the second counter and a value of the second timer, if the cell reselection operating condition is satisfied, conducting, by the UE, the reselection operation from the first mode network cell to the second mode network cell once again. By means of the present invention, after the TAU process fails, the UE can reside in the previous mode network cell within a period of time to conduct a user service, thereby avoiding the problem that the user service is unavailable because the UE is in a no service state for a long time due to frequent cell reselection caused by the fact that the TAU process fails.
