PROBLEM TO BE SOLVED: To provide a determination method of an operation guidance (a withdrawal start time Tin and a tapping completion time Tout) of a steel mill that do not decrease operation efficiency of the steel mill. ! SOLUTION: In a determination method of an operation guidance of a steel mill 1, the operation guidance is determined in an operation of the steel mill 1 with at least more than two of a desulfurization facility 5, a dephosphorization facility, and a decarbonization facility. A processing schedule every facility is assembled based on an operation pattern of the steel mill 1. A withdrawal start time Tin of molten iron to the steel mill 1 and a tapping completion time Tout of the molten steel from the steel mill 1 are calculated based on a molten iron charge gap and a molten iron withdrawal gap of each facility in the assembled processing schedule, and the calculated withdrawal start time Tin and tapping completion time Tout are determined as the operation guidance. !
