PROBLEM TO BE SOLVED: To provide a method of estimating the maximum size of a foreign matter included in the whole insulating material by extracting a part of the insulating material. ! SOLUTION: This estimating method includes the steps of: extracting a defined amount of insulating material as a plurality of unit observation regions from the whole amount V of the insulating material for which the maximum size of a foreign matter is estimated; measuring the maximum size of the foreign matter observed in each unit observation region; deriving a scale parameter and position parameter as parameters of Gumbel distribution on the basis of a plurality of maximum sizes and the cumulative probability density; and calculating the estimated value of the maximum size of the foreign matter included in the whole amount of insulating material on the basis of the whole amount of insulating material, defined extracted amount, scale parameter, and position parameter. !
