PROBLEM TO BE SOLVED: To prevent developer from leaking from an end of a rotating body. ! SOLUTION: A cleaning unit 60 includes: an elastomer member 86 which is integrated with a cleaning frame body 71 by injection-molding a resin material, and includes a sheet member 85 attached thereto; and an end seal member 84 which is installed in a compressed manner between a cleaning frame body 71, an end in a rotation axis direction of a drum 62, and an end in a rotation axis direction of the sheet member. The elastomer member 86 includes an end seal section 87 compressed between the cleaning frame body 71, the end in the rotation axis direction of the sheet member 85, and the end seal member 84. When compressed, the end seal section 87 is deformed to fill a gap between the cleaning frame body 71, the end in the rotation axis direction of the sheet member 85, and the end seal member 84. !
