<p><P>PROBLEM TO BE SOLVED: To easily measure the attachment position and posture angle of a camera attached to a vehicle of an MMS (mobile mapping system) with high accuracy. <P>SOLUTION: A feature point extracting part 231 extracts a plurality of feature points in each camera image of whole circumferential image data 289 and calculates a feature amount of each feature point. A feature point mapping part 232 generates a plurality of combinations of camera images and extracts a feature point corresponding to each combination of the camera images. A feature point surveying part 233 calculates three-dimensional coordinate values of the feature point corresponding to each combination of the camera images on the basis of a camera outside parameter 299. A parameter evaluation value calculating part 241 compares three-dimensional coordinate values of a laser measurement point with the three-dimensional coordinate values of the feature point to calculate a parameter evaluation value 294.
