PROBLEM TO BE SOLVED: To provide an image processing device capable of generating an interpolation frame image in which image degradation in a telop area is suppressed, and an image processing method.SOLUTION: An image processing device comprises: motion vector detection means that divides an input frame into plural blocks, and detects a motion vector of each block; small block motion vector detection means that divides at least a partial area of the input frame into plural small blocks, and detects a motion vector of each small block; telop detection means that detects a block including a telop; and interpolation frame generation means that, among blocks including a telop, uses a motion vector detected by the small block motion vector detection means for areas of blocks adjacent to a block not including a telop, and uses a motion vector detected by the motion vector detection means for areas of the remaining blocks to generate an interpolation frame image. |
