<p><P>PROBLEM TO BE SOLVED: To provide a fixing device capable of obtaining control stability and stability under abnormal conditions by efficiently heating a fixing member with a small number of components to reduce a mechanical load of the fixing member. <P>SOLUTION: A fixing device comprises a fixing member 51, a pressure member 52 and an external heating device 130. The fixing member 51 is brought into pressure contact with the pressure member 52. A sheet of paper on which an unfixed toner image is formed is passed through a fixing nip at a pressure-contact part between the fixing member 51 heated by the external heating device 130 and the pressure member 52 and toner is heated and pressurized to fix the toner image on the sheet of paper. In order to secure a heating nip for sufficiently heating the fixing member 51 when heating the fixing member 51 to reduce a mechanical load and to stabilize the temperature control of the external heating device 130 and the temperature of the fixing member 51 as well as to secure the safety at the time of occurrence of abnormalities, the fixing member 51 is heated using a cylindrical sleeve member 133 and a heating belt 132.
