An objective of the present invention is to provide a residual material discharge device of a rod material feeder and a rod material feeder having the same. The residual material discharge device (10) discharges a residual material (W′) in a rod material feeder (1) to feed a rod material (W) to a rod material processing device (100), and comprises an oil supply means (35) which supplies oil to the residual material (W′) gripped in the rod material feeder (1) to promote a discharge of the residual material (W′). The residual material discharge device (10) comprises: the oil supply means (35) comprising a first oil supply means (36) and a second oil supply means (38); a residual material slope (40) to discharge the residual material (W′) out of the rod material feeder (1); and a residual material case (42) to accommodate the discharged residual material (W′).
