<P>PROBLEM TO BE SOLVED: To provide a shop congestion management system and the like with which a travel time between the current location of a user and a shop is computed and a wait time at a shop after the computed travel time can be estimated with excellent accuracy. <P>SOLUTION: A control unit computes a travel time required for the owner of a mobile terminal to arrive at a shop (estimated arrival time at the shop) according to information on the location of the mobile terminal and information on the location of the shop that is stored in a storage unit in advance (Step 202). Specifically, the control unit computes a travel distance using the information on the location sent from the mobile terminal and the information on the location of the shop, and obtains an estimated travel time by dividing the computed distance by a predetermined average velocity. Subsequently, the control unit sends a wait time table and the estimated travel time (estimated arrival time) to the mobile terminal (Step 203).
