<p><P>PROBLEM TO BE SOLVED: To provide a settlement system capable of providing a store agent having a store terminal with a settlement service using an ETC card. <P>SOLUTION: A road-side device receives encrypted ETC card reading information from an on-vehicle device by a wireless signal and outputs the ETC card reading information. A store terminal encrypts and outputs ETC card reading information read from an inserted ETC card. An external device, which includes a secure application module for receiving and decrypting the ETC card reading information, calculates card specifying information for specifying the ETC card reading information on the basis of the decryption result, and outputs the card specifying information to the road-side device or the store terminal, which is the output source of the ETC card reading information.
