<p><P>PROBLEM TO BE SOLVED: To prevent an insertion part of a sleeve from being deformed in positioning the sleeve in the axial direction by pressing the sleeve into a housing. <P>SOLUTION: A press-fitting part 23b terminates press-fitting the sleeve 23 to a large-diameter part 38 of the housing 16, when a pressing apparatus for axially pressing the sleeve 23 for press-fitting is brought into contact with a reference surface 41 formed in the housing 16. At that time, the sleeve 23 is positioned in a proper position in the axial direction. The sleeve 23 is not axially positioned by contact between the sleeve 23 and an end surface of the housing 16. The insertion part 23a of the sleeve 23 does not incline to the axis of the housing 16 due to the contact between the sleeve 23 and the end surface.
