The present invention relates to a system and a method for setting a downward forward error correction code with respect to a downward frame transmitted from an optical line terminal to an optical network unit in a passive optical subscriber network of a time division multiplexing scheme. The system for setting a passive optical subscriber network downward forward error correction code of a time multiplexing scheme comprises: an optical line terminal for changing a downward forward error correction (FEC) index included in the downward frame, setting a downward FEC index counter included in the downward frame, and transmitting the downward frame; and an optical network unit for receiving a downward frame transmitted by the optical line terminal, and synchronizing a self FEC setting with an FEC setting of an optical line terminal according to a detection result of a downward FEC index and a downward FEC index counter included in the downward frame.
