The present invention relates to an image sensor and an image processing device. In the image sensor including a plurality of unit pixels and the image processing device according to one embodiment of the present invention, the image sensor includes: a semiconductor layer which includes a first surface and a second surface facing the first surface; an organic photoelectric conversion part which is formed on the second surface of the semiconductor layer and converts light of a specific wavelength into an electric signal; and a through wire which is located under the first surface of the semiconductor layer, passes through the semiconductor layer and the substrate including a pixel circuit, and electrically connects the organic photoelectric conversion part and the pixel circuit.
