<p><P>PROBLEM TO BE SOLVED: To effectively absorb a relative position change between a flow control valve and an actuator due to a temperature change without increasing the size of a device. <P>SOLUTION: A flow regulating valve includes: a base; a flow control valve fixed to the base; and an actuator, wherein the base and the actuator are connected via a thermal displacement member. The flow regulating valve further includes a lever means for transmitting the displacement of the thermal displacement member in a direction where a relative position change between the flow control valve and the actuator due to a temperature change is offset.
