<p><P>PROBLEM TO BE SOLVED: To provide a technique capable of achieving improvement of work efficiency on an installation site and evading increase of dispersion of dimensions of individual blocks. <P>SOLUTION: A blind formation method includes the steps of: preparing a plurality of blind members 50 having a fractal structure; forming a block for a blind by arranging the plurality of blind members 50 in a fixed direction and connecting them so as to maintain the fractal structure; forming a first normal position unit 66 by assembling the plurality of blocks to a first frame member 60 while maintaining the direction; forming a first inverted position unit 75 by assembling the plurality of blocks to a second frame member 68 in the state of being inverted; and forming a blind 76 by carrying the plurality of first normal position units 66 and the plurality of first inverted position units 75 to an installation part and successively arranging and fixing them onto a leg frame 78.
