Provided are a method and a device for controlling a CPU for improving an application processing speed and power consumption. A method in which a user terminal controls the CPU, according to an embodiment of the present invention, comprises the steps of: (a) measuring a response time of the user terminal for an executed application; (b) calculating a first prediction response time by changing a CPU frequency stepwise, if the response time exceeds a preset critical value; (c) calculating a second prediction response time by changing a processing weighted value of the application stepwise, if the first prediction response time exceeds the preset critical value; and (d) repeating the step (c), if the second prediction response time exceeds the preset critical value. In addition, the method is configured to set the changed CPU frequency as a current CPU frequency, if the first prediction response time is less than or equal to the preset critical value, and sets the changed processing weighted value as a current processing weighted value, if the second prediction response time is less than or equal to the preset critical value.
