Disclosed are a method and an apparatus for video intra prediction encoding and decoding. The method for video intra prediction encoding according to the present invention is characterized by comprising the steps of: dividing a current picture into at least one block of a certain size; determining a pixel of a surrounding block used in prediction of each pixel inside the current block among pixels of the surrounding block decoded in advance using an extension line having a certain slope around each pixel inside the current block; and predicting each pixel inside the current block by using the pixel of the determined surrounding block.
