The present invention relates to a reactor foreign material removing apparatus and a reactor using the same. More particularly, the present invention relates to a reactor foreign material removing apparatus capable of removing inefficiency and danger caused by the manual process of a person and a reactor using the same. A reactor foreign material removing apparatus according to the present invention includes a test effector which moves vertically and test the foreign material of the reactor in a lower end part, a removal effector which moves vertically on a position adjacent to the test effector, and has a foreign material absorbing part for absorbing the foreign materials in the lower end part, and an underwater moving device which is connected to the test effector and the removal effector.
