The present invention provides a communication device which processes a web page according to the type of the web page and the learning completion status regarding the web page to assist the forgery determination regarding the web page. The communication device includes: a communication unit receiving a web page of a URL from the web server; and a processing unit which processes the web page with reference to the information regarding whether learning the URL corresponding to the received web page is completed and the information regarding whether the web page is a dynamic web page or a static web page. When learning the URL is not completed and the web page is determined to be a dynamic web page, the processing unit executes a block extraction operation for the URL of the web page. The processing unit determines the web page to be a dynamic web page not divided by blocks when the ratio of common blocks in the entire web page is less than a predefined value and adds and stores the entire web page to a web page list for the URL to compare the stored web page with the received web page by the next request regarding the URL (i). The processing unit determines the web page to be a dynamic web page divided by blocks when the ratio is equal to or larger than the predefined value and stores the block information of the web page to compare the stored information with the received web page by the next request regarding the URL (ii).
