According to an embodiment of the present invention, an apparatus to guide a vehicle refueling and washing time comprises: an information collecting part to collect vehicle information stored in a database, collecting environmental information based on a current position of a vehicle if the vehicle requests optimal vehicle refueling and washing time; a drivable day calculating part to calculate a number of the drivable days of the vehicle with respect to the current remaining amount of fuel based on the vehicle information; an optimal time calculating part to calculate the optimal vehicle refueling and washing time of the vehicle using drivable days depending on the number of drivable days and the environmental information in correspondence to the drivable days; and an optimal time guiding part to provide guidance for the optimal time to the vehicle.
