The present invention relates to a scattering dust preventing hopper device for a port. More specifically, the scattering dust preventing hopper device for a port has a plurality of air tubes formed on an inner circumferential surface of an upper portion of a hopper to reduce generation of dust in order to completely prevent a collision between a bucket and the hopper. In the scattering dust preventing hopper device for a port, an air pump is coupled to both sides of the outer circumferential surface in an upper end of the hopper while the inside of the air pump is penetrated to enable an air to be communicated. A plurality of air holes are formed on the inner circumferential surface, and a frame where an air tube is coupled is coupled to the air hole. A bent portion is formed in a center portion of the air tube, and a scattering dust prevention blocking layer is formed in a lower end of the air tube.
