This optical-fiber fusion-splicing device comprises the following: a first heating device (12) in which a fusion-splicing operation that heats and fuses the contact site(s) of at least one pair of optical fibers (F) that are made to contact each other end-to-end is performed; a second heating device (13) in which a reinforcing operation that heats and thereby shrinks a heat-shrink resin placed around the site where the optical fibers (F) were fusion-spliced together is performed; and a CPU (14) that controls the first heating device (12) and the second heating device (13). Upon receiving a heating-completion signal from the first heating device (12), the CPU (14) makes a heater (9) in the second heating device (13) preheat to a predetermined first temperature, and upon receiving a subsequent reinforcement-commencement signal, the CPU (14) makes said heater (9) heat to a second temperature that is higher than the first temperature.
