A method for notifying data rate control information in a mobile communication system having a first base station, a second base station, and a gateway device for relaying data between each base station and an external device, a user device performing communication with the first base station and the second base station, wherein the method is provided with a determination step in which the first base station determines a ratio of the data rate of communication between the gateway device and the first base station to the data rate of communication between the gateway device and the second base station, and a data rate control information transmission step in which the first base station generates data rate control information on the basis of the ratio and transmits the data rate control information to the second base station, data rate control being exerted so that a data rate pertaining to the communication of the user device does not exceed an upper-limit value based on the data rate control information in the first base station and in the second base station having received the data rate control information.
