PROBLEM TO BE SOLVED: To provide a developing device and the like with which images having suppressed fogging under a high-temperature and high-humidity environment can be obtained and regulation failure under a low-temperature and low-humidity environment has been suppressed.SOLUTION: A developing device has a toner, a toner carrier, and a regulating member, where the toner is a magnetic toner having toner particles, first silica fine particles including primary particles with a number average particle diameter (D1) of 5 nm or more and 20 nm or less, and second silica fine particles including primary particles with a number average particle diameter (D1) of 40 nm or more and 200 nm or less; the second silica fine particles are manufactured by a sol-gel method; the total energy of the toner is 270 mJ/(g/ml) or more and 355 mJ/(g/ml) or less; and the toner carrier has a base, an elastic layer, and a surface layer including a urethane resin, and the urethane resin has a partial structure derived from the reaction of a specific amine compound with polyisocyanate. |
