The present invention relates to an HHO gas generating device, in which an electrolyte (8) is filled, and a cylindrical pipe-shaped cathode container body (2) connected to a (+) terminal is prepared. An anode container body (4) having cooling water (20) flowing therein and connected to a (-) terminal of the power source is inserted in a central part of the cathode container body (2). A wall container body (6) is inserted between the cathode container body (2) and the anode container body (4). The cathode container body (2), anode container body (4), and wall container body (6) have a separated eccentric arrangement and internal space due to combination of upper and lower covers (30, 32) made of insulation material. A connection unit (33) in upper and lower part of the wall container body (6) enables free movement of electrolyte (8) between a cathode container body (2) and an anode container body (4). An electrolyte tank (10) also used as an electrode unit is formed, and upper and lower end of the cathode container body (2) accommodating the electrolyte (8) extends through an electrolyte circulation hose (14) to be connected to an electrolyte tank (12) and form an electrolyte circulation line (16). HHO gas collected in the electrolyte tank (12) is supplied to an air absorbing unit (42) of an engine (40) through a connection hose (36). A cooling means is prepared to cool the electrolyte (8) when a temperature of the electrolyte (8) flowing in the cathode container body (2) becomes 70°C or more. The cooling means extends upper and lower ends of the anode container body (4) accommodating cooling water (20) through cooling water circulation hose (24) to be connected to a cooling water tank (22) and a cooling device (25) and form a cooling water circulation line (26).
