The present invention relates to a control device and a control method for a variable timing mechanism that changes valve timing by adjusting motor rotation speed. The control device detects a phase angle (RA1) on the basis of an output of a crank angle sensor and an output of a cam angle sensor and calculates a change (∆RA) in rotation phase on the basis of the difference between a rotation amount of a sprocket and a rotation amount of a motor. The control device stops calculating the change (∆RA) when a motor rotation angle sensor has failed. In addition, the control device stops calculating the rotation phase (RA1) when the crank angle sensor or the cam angle sensor has failed and calculates the change (∆RA) using the normally-operating sensor and the motor rotation angle sensor.
