One embodiment of the present invention pertains to a user device having a transmission and reception unit for transmitting and receiving a wireless channel to and from a base station via a plurality of cells set through carrier aggregation; a simultaneous transmission possibility determination unit for determining whether simultaneous transmission of an uplink control channel using the plurality of cells is possible in response to the occurrence of an occasion for the simultaneous transmission of the uplink control channel using the plurality of cells; and a transmission control unit for ordering the transmission and reception unit to simultaneously transmit the uplink control channel using the plurality of cells if it is possible to simultaneously transmit the uplink control channel using the plurality of cells and for controlling the transmission of the uplink control channel according to transmission priorities corresponding to cell types if it is not possible to simultaneously transmit the uplink control channel using the plurality of cells.
