A problem to be solved by the present invention is to provide a power control system and method which have superior scalability, whereby one-to-one full-duplex communication is not required, and a drastic increase in communication volume does not arise even if the number of power consumption elements increases. A further problem to be solved by the present invention is to provide an information communication ability control system and method which may be carried out by the same principles. To this end, information representing a total power consumption adjustment instruction value is broadcast transmitted from a broadcast transmission element, said total power consumption adjustment instruction value being a function of a difference between a present value of total power consumption within a group and a reference value. Each power consumption element included in the group receives the information, and by a computation using the element's priority and the total power consumption adjustment instruction value, computes the element's power consumption update value independently and in parallel, and controls the element's power consumption on the basis thereof. It is also possible to control information communication ability by the same principles. |
