This surface-treated steel sheet is provided with: a base steel sheet; a surface treatment layer that is formed on at least one surface of the base steel sheet and comprises an oxide layer and a metal layer; and a chemical conversion layer that is formed on the surface of the surface treatment layer. The surface treatment layer contains Zn in an adhesion amount of 0.30-2.00 g/m2 and Ni in an adhesion amount of 0.03-2.00 g/m2 and less than the adhesion amount of Zn. If this surface-treated steel sheet is subjected to glow discharge optical emission spectrometry, the emission intensity of Fe atoms is 20% or less of the maximum emission intensity of Fe atoms and the emission intensity of Ni atoms is 20% or less of the maximum emission intensity of Ni atoms at the interface between the oxide layer and the metal layer. In addition, a first range where the emission intensity of Zn atoms is 60% or more of the maximum emission intensity of Zn atoms and a second range where the emission intensity of Ni atoms is 60% or more of the maximum emission intensity of Ni atoms overlap each other.
