PROBLEM TO BE SOLVED: To improve image quality and to improve encoding efficiency.SOLUTION: An encoder 100 includes: an encoding processing section 130 for encoding an image which is down-sampled; a local decoding processing section 140 for decoding an encoded image; a color difference filter processing section 161 for up-sampling a decoded image and performing filter processing on a color difference signal with a color difference signal and a luminance signal of the decoded image as reference signals and the color difference signal as a target signal; a color difference filter information determining section 163 for determining an optimum value of color difference filter information for controlling the filter processing; and a color difference filter information multiplexing section 170 for multiplexing the color difference filter information and the encoded image.
