PROBLEM TO BE SOLVED: To provide a light emitting device which suppresses molding failure on a light emission surface and which can acquire a desired light distribution characteristic, and a light projecting illumination device.SOLUTION: A light emitting device 21 includes a plurality of light emitting elements 221 and a lens substrate 23. The lens substrate 23 includes a plurality of lens parts 231 and is configured by a molding of a translucent resin material. Each of the plurality of lens parts 231 respectively includes: an apex 231a facing each of the plurality of light emitting elements 221; a light emission surface 231b having a bottomed hole 231d along an axial direction passing through the apex 231a; and a side peripheral surface 231c provided between the apex 231a and the light emission surface 231b and having a rotary body shape around the axis.
