The present invention is provided with: a pump (11) for circulating a heat medium by taking in and discharging the heat medium; a cooler core (16) for exchanging sensible heat between the heat medium circulated by the pump (11), and ventilation air passing into the interior of a vehicle, and cooling and dehumidifying the ventilation air; a heat medium-outside air heat exchanger (13) for exchanging sensible heat between the heat medium and the outside air; a compressor (32) for taking in and discharging refrigerant of a refrigeration cycle (31); a heat-medium cooling heat exchanger (14) for exchanging sensible heat between the low-pressure-side coolant of the refrigeration cycle (31) and the heat medium, and cooling the heat medium; and a first switching valve (21) and a second switching valve (22) for switching between a first dehumidifying mode in which the heat medium is circulated between the cooler core (16) and the heat-medium cooling heat exchanger (14), and a second dehumidifying mode in which the heat medium is circulated between the cooler core (16) and the heat medium-outside air heat exchanger (13). Accordingly, less power is required for suppressing fogging of window glass.
