<p><P>PROBLEM TO BE SOLVED: To automatically store safety information and properly send the safety information only to an appropriate person even if a caller cannot connect to a network due to a cause such as congestion when the caller tries to contact a specific person through the network. <P>SOLUTION: With a safety confirmation system 100 in the invention, when a call from a transmission terminal 5 is blocked due to a cause such as network congestion, safety information including information on the position of the transmission terminal 5, the identifier of the transmission terminal 5 and the identifier of a call destination is stored in a safety information server 4. In addition, if safety information with the caller identifier and the call destination identifier reversed has been stored in the safety information server 4, the safety information with the reverse identifiers is transmitted from the safety information server 4 via a SIP server 2 to the communication terminal from which a call has been made and blocked.
