<p><P>PROBLEM TO BE SOLVED: To provide a heating device for concrete structure that can efficiently conduct heat generated by a heater to a heated member without diffusing it to concrete. <P>SOLUTION: There is provided a heating device 1 for concrete structure including a heated member 3 embedded at least partially in concrete 2, a heater 4 which is arranged in the concrete 2 in contact with the heated member 3, and heat transfer cement 5 connecting the heater 4 and heated member 3 to each other. A heat insulation material 6 surrounding the heater 4 in cooperation with the heated member 3 is provided to a part of the heater 4 which is not in contact with the heated member 3, and the concrete 2 is cast outside the heat insulation material 6.
