The present invention relates to a technique to control a temperature of a Peltier element connected to a heat sink, and to inject air to the heat sink which is heated or cooled by controlling a temperature of a Peltier element; thereby generating hot air or cold air. Moreover, a controller controls a temperature of the Peltier element for the heat sink connected to the Peltier element to be heated or cooled. An air fan arranged to be adjacent to the heat sink injects air to the heat sink which is heated or cooled for hot air or cold air to be injected to the outside in accordance with a temperature of the heat sink. According to the present invention, the heat sink which enables a temperature of the Peltier element to be conducted to a large external surface adheres to the Peltier element, thereby effectively generating hot air or cold air by the air fan in accordance with controlling a temperature of the Peltier element.
