According to the present invention, a molten steel desulfurization apparatus comprises: a charging ladle where molten steel is inputted for a desulfurization reaction of the molten steel; a mixer deposited in the molten steel mixing the molten steel to activate the desulfurization reaction of the molten steel; and a heat supply unit supplying heat to the mixer to heat the mixer before the mixer is deposited in the molten steel. Moreover, in accordance to another embodiment of the present invention, provided is a molten steel desulfurization method comprising: an input step of placing the molten steel into the charging ladle for the desulfurization reaction; a heating step of supplying heat to the mixer to heat the mixer to activate the desulfurization reaction of the molten steel; and a mixing step of depositing the heated mixer in the molten steel to mix the molten steel.
