The present invention relates to a plasma reacting device for treating an exhaust gas by using a divided electrode and an exhaust gas desulfurizing and denitrifying device, wherein the plasma reacting device comprises: a plasma reaction chamber having a plasma formed therein to remove harmful material included in an exhaust gas; a first electrode unit formed in the plasma reaction chamber; and a second electrode unit formed in the plasma reaction camber to be spaced part from the first electrode. The first electrode unit includes a plurality of divided electrodes formed to be spaced apart from the second electrode, and a coupling member for coupling the divided electrodes. According to the present invention, a spaced distanced between electrode units is changed, so that generation of sparks can be prevented, thereby stably forming a plasma for removing harmful material from an exhaust gas and improving treatment efficiency against harmful material.
